Forcing people to question weather their stupid ideas are worth presenting here on the forums could weed out a lot of the Troll. If you feel it is a punishment then you are obviously a troll.
Yeah, questioning other people's ideas and working for improvements is definitely trolling.

why do you want to decide for other people in what part of the community they want to take part? If you would make some forums cost money ... the feature discussions would just move elsewhere (general discussion maybe, we get a lot of threads moved from there). So instead of having one forum for ideas discussion, CCP would need to monitor all other subforums if there useful ideas.
The community would definitely gain a lot from that.
